GUC Professor Hassan Owda Honored by Minister of Finance Mohamed Maait

Minister of Finance, Dr. Mohamed Maait honored Prof. Dr. Hassan Owda, Professor of Governmental Accounting at the GUC’s Faculty of Management Technology and an international expert in reforming accounting systems and government budgets, for his contribution and constructive efforts to participate in preparing the unified public finance law for Egypt. This law will bring about a qualitative leap in the state’s public finances in accordance with the latest scientific and technical methods in preparing and executing the public budget and controlling it.

 

This honoring took place during the activities of “The Public Finance Prospects in the New Republic Conference”, which was organized by the Ministry of Finance in cooperation with the Macroeconomic Reform and Stability Project funded by the US Agency for International Development (USAID).

 

Prof. Dr. Owda expressed his happiness for participating in the preparation of this important law, which is based on integrating the “public budget and government accounting” laws into a unified law with the aim of controlling and rationalizing public spending, activating legal accountability, as well as keeping pace with modern mechanization systems.

 

Prof. Dr. Hassan Owda was also honored by MARA Technology in Malaysia, one of the institutions of the State Council of Malaysian Higher Education, in recognition of his contributions to the development of government accounting systems and government financial management worldwide. In addition, he was also honored by the Indonesian government in 2013 during the A4-America-Asia-Africa-Australia Conference at Terbuka University in Jakarta for his contributions in proposing a framework for the successful implementation of “Results Oriented Government”. In the framework of the latter, he developed technical solutions for implementing performance budgeting in the Indonesian government; Owda obtained a Master’s degree in Accounting and Project Economics from Erasmus University Rotterdam, and a PHD in Accounting (Reform of the Government Accounting System) from Tilburg University in the Netherlands. He is also a member of the Governmental Accounting Standards Committee at the Royal Netherlands Institute of Certified Public Accountants and a member of the International Federation for Government Financial Management in Washington.
